Tiered Rates for Electricity?

How would one go about setting up tiered rates for electric meters? For example, if there was 700 KW to be billed over a period could you automate the KW from 1-400 at a rate of .345 then the 401-700 at .456?

I'll also apologize to this forum for posting yet another rates question
